Yes it also happened to me the other week. I asked for some help to see if it's possible that Winston the server operator could maybe make a change and alter the size limit. My torrent was about 1.20MB in size so nothing as big as the one you mention...
I asked if there was anything that could be done but nothing did happen about it. Not sure why because I've been a dedicated uploader now for a few years and have achieved a lot in that time so my latest was a large upload but wasn't possible to get it on the server... I guess it's possible you can ask for help but nobody is listening. It's entirely up to this guy Winston to see if there's any way it might get changed so bigger torrents can be added. I don't personally see the harm done if the torrent is of good standing and well seeded then it shouldn't matter. Just for the record it was possible for me to upload my 1.20MB torrent to Demonoid.is another popular bittorrent site. If only I could get it on TPB then it might drum up some popularity. Sorry to be the bringer of bad news but it seems that nobody cares much which I find odd but then again the internet is odd itself and you never know the reason of such actions. It looks like a very simple process but it's not my server so there's nothing I can do about it.

Thanks for the demonoid tip. The weird thing is that the .torrent files aren't even downloadable. I think that the .torrent should be downloadable so that at least we can see the filenames, even if the torrent is dead for many years. Because then the contained filenames can be used to find alternate sources.
Btdig.com (previously btdigg.org) is online and it indexes filenames, which is where I found this 400Gb Torrent (Hunter Biden's laptop).
