Don't laugh but I need something to make M3U playlists.

My car stereo won't see anything except an M3U playlist.
If I had windows I would just create them in Windows but I use Ubuntu. I'm hoping someone has some sort of software or a solution for me

VLC does that. Click the Media menu and choose 'Save playlist to file', then choose the M3U or M3U8 format
