I can attest that old data is around and being very much used. I was caught in a fuss at an international airport and old data checked me in.
Also, from the OPs article: "our politics simply would not permit total surveillance" - the FBI alone has a lot (some tens of thousands) of wrongdoings and shenanigans with monitoring of US homes and businesses since the '50s.
Bwahahahaha. Umm Cops used my "old" data to try to arrest me on a nasty warrant. They couldn't find me for 9 months and I figured out they were looking for me after 4 months. That gave me plenty of time to make all kinds of preparations in case they locked me up for a long time. In fact they finally got me with a plate scanner from behind. I already took the front plate off to make it tougher for them. Yup, part of the new privacy is also becoming a rural dweller and staying away from cities. The rural environment has fewer cameras. And I don't have any internet cameras. Mine are all hard wired with my own monitoring unit not internet connected. Neighborhood people have internet doorbell cameras, but that's them and not me. I'm not into purposeful crime, but I don't wave at cameras either. I always wear a brim hat so most video of me would not be very useful. And I always loadup inside of my garage, so people can't see what I do when I come and go. I'm so private that my paranoid neighbors hate me. So my cameras are always pointed at them, hah.
