Seeing as no one has offered to help me build my own web page, I'm thinking of using an online web-based service to create a site. Once done, I would need to rip it from the web service so that I could host it where I choose (without having to pay the web service's extortionate price for my own page). What is the best way to do this, please; which is the best web ripping program for the job?

If the pages are dynamically generated, all you will get is the output. You won't get the actual scripts generating the pages.
As long as you are aware of that, then wget is a great tool for that.

Try one of these instead then once you've done making what your making it would be yours already and you wont need to rip it:

Try HTTrack or if you use IDM there is an option for Site Grabber.
NOTE: Any of these tools will only Rip the content that a Normal browser can view, for ex: html, css, images and .js files.

We can not give a clear answer without knowing what TYPE of website was wanted.
Modern sites consist of site code in script languages like PHP that use the Apache type web server to spit out HTML and other for only the benefit of your browser.
HOWEVER the heart of the site is in the DATABASE which is never aceeessible to the public.
Put simply, I can move any of my sites, where I have full software access (impossible to spiders) - but the are useless without the much more important step of e*****orting their databases.
What type of site are you creating. There may be plenty of free 'templates' to get what you want running in an afternoon,

Thanks for all the replies. I'm going to have to review this thread in a month or two, as this project seems to have stalled. I think I'll probably end-up spending money on what I need, which is a responsive lightbox gallery page. I'm using Adobe Muse, owing to my lack of programming skills, so am restricted to Muse-compatible plugins.

Making a website these days is extremely simple. Pirate Dreamweaver or use Adobe Muse like you said, and once you have created the site you can upload to a hosting environment via ftp. No programming knowledge is needed. Hosting can be as low as a few dollars per month. If you really need someone to do it for you, go to a local college or university and see if one of the computer science/programming majors will help you. Oftentimes they will do it for free or cheap to get experience/reputation.
