He would be denied the air ticket and sent a subpoena to have a talk at the nearest police station, for starters. System would cross-reference many info about him and his activities and find out he would probably do something wrong. Or, at least, check he was a tourist boarding a fishing boat (without transport license), in route to a restrict area.
