Weird Smiley Face Error in Chrome

I can't remember if I mentioned this on the previous forums but I work for a hosting company that caters to "soccer moms" with a support forum that covers all sorts of topics ranging from tech to cooking. Most questions are fairly easy and get answered fairly quickly. Got a weird one though and I can't find the answer. Part of the problem is the person asking the question is in no way able to do any sort of tech. She was unable to find the Print Screen button on her keyboard and provided the following image:

After a number of questions, she was able to tell us that she uses a PC and Chrome is her browser. Do take that with a grain of salt though.

What her problem is is that she is unable to view a number of websites in her browser. When she tries, she gets that smiley face as an error. Many sites work but for example the one of her employer does not. (It is a public domain and I can pull it up locally. Had thought it was some sort of private intranet.)

She was able to run both Avast as well as Malwarebytes and she stated that both returned negative results.

so, is the issue loading pages with her computer or her phone and did she have to use another phone to take a picture of her phone because she couldn't access an image host with her phone?

She took a picture of her computer screen. Then discovered that she didn't know how to send an image from her phone so someone else took a picture of the image on her phone and that's what she uploaded.

The problem is she is unable to view some websites and gets that frown face as the error. I can't even find that frown face elsewhere on the net.

That's the "This webpage is not available" icon.

Right below the image should be a button labeled "more" that will tell you why.


Hopefully her copy/paste skills are better than her screenshot skills.
