Considering how old your client is, and that TPB uses DHT, that might be the problem.
Have you uploaded other torrents to TPB and seeded them aswell?
Edit: this also more of a user problem than a site problem.

I enabled DHT right from the start and as I already said I've had no problems downloading and uploading other torrents from TPB today. What doesn't help is the site doesn't seem able to stay online for more than 10 seconds at a time, so everything I try to do requires about 100 reloads while I wait for that cloudflare notice to go away. Ideally, I'd like to put those seeders out of their misery by completely removing the torrent and starting again, but if the site can't stay online for more than a few seconds at a time I'm not sure how I can find out how to do it. Please advise.

It's not TPB. No one can download your torrent because you're not seeding it. If you've only managed to upload 6MB in seven hours, the problem is most definitely at your end. Everyone in the swarm has either 0.0, or 0.1% of the torrent, and until you start seeding, that won't change.
Check your utorrent settings, and try restarting it. If you want to start again, read our FAQ and post in Account Issues.
