I'm trying to find a current/more up to date version of a small version of windows 7 or 8.1 with update 1 or service pack 2 or whatever is latest for windows 7.
Is there such a thing out there?

Your best sticking to the default setup as you will run in to issues when you start taking bits of the OS away, Memory specs aren't going to change so all you'll be doing is saving disk space and if thats at a premium there are other ways to help with that.

ram and *****u usage wouldn't be different between a tiny version and a full version of windows 7 ultimate you mean?

Not really no because at a minimum your using the core OS and you need the core OS so if you take functions and features out you obviously wont be using the resources but you wouldn't be using them anyway if you were not using the function/feature so at the end of the day all you have saved is disk space but in doing that you can expect applications to behave strangely or not work at all because when a developer designs an application he knows what OS you are using and expects that OS to have the features and functions as designated by Microsoft.
Its much better to disable features and functions you dont need as that leaves the underlying resources still available to other applications that depend on them while managing disk space yourself for example by setting system restore space to minimum or turning it off and removing shadow copies and unnecessary update files and old service pack files or changing the size of the page file.
