I know its some type encryption , is there any program that can open them .

Of course there is--the program which created them.
Many programs create files with that extension (and file extensions are easily changed so they don't really mean much anyway). Give us some more to go on. e.g. how do you "know" it's some type of encryption? In what folder path did you find the file? How big is it? etc.

It could also be a virus. A bad one, so unless you know where you got it and you think it's safe, I would delete it if I were you.

Well they were so,e picture files and other documents I had saved on a phone and when i tried to move them to my laptop they came out format this way . I no longer have the phone as well

No one is trying to be a dick, but those files are encrypted for a reason. If you don't have the original source, you are out of luck. That's pretty much it.
