To upload, made by "Tools > Torrent Creator" in an app like qBittorrent, then share it, and be online. Some torrent platforms may allow to simply share the hash, others may look for the torrent files. In the end it's up to you.

Remotely, is it? Frankly, nobody provides such a service as far as I know, for illegal stuff. What is searched for is a seedbox to give to the wider public. To do so costs money, and I won't suggest any provider obviously. Why do you need it in the 1st place, are you in Germany or other tough place in regards to torrents, or is it a satellite's Internet connection? Why not use a VPN provider giving open ports to share the files? What is the torrent? If the torrent of a high value, please inform me in a PM, I might look what can be done with it myself after, locally, like, September 6, and it may be shared if this won't middle in other priories at hand.
