Can even the account owner see own comment history? Uploads are obviously visible to all but comments aren't, it seems.

Some older thread indicated you can google it using few simple filters (parameters?). So yes, it is.

Of course that's possible, otherwise all comments had to be hidden on torrent pages.

I assume you are asking whether TPB provides a page where you can see a list of all of your comments, similar to the preferences page where you can see a list of all of your torrents.
The answer is no. [To save you from asking: yes, it would be useful; no, you're not the first one to ask/suggest it; no, there is no reason to believe it will be provided; yes, that does suck.]
But as has been pointed out, you can achieve something similar via google.
