Is there any Application that will increase the volume on some music I downloaded on my Windows 10 pc because the volume is so low on certain Albums and tracks you can barely hear them

I would try Audacity an open source project or if that fails Adobe Audition.

I would suggest you download other versions of them, but otherwise, most audio programs have a way to increase the volume on a track, and 'resave' them. Audacity is one of the many.
