I’m trying to download 33 torrents, but all of them are either stuck at stalled, or just not wanting to download at all.

Do you have DHT & PEX enabled?

That depends on the client program you are using. Look for Preferences/Options, Network, you want something like this:
- DHT (the name is just that).
- Peer Exchange (or PEx, for short).
There may be better info on Wikipedia, I'm not an expert on IT.
