Data Conversion & QC Software Needed for Handwriting Fonts

It might be a toughfull but i want data conversion soft which can convert a handwriting font jpg or pdf to convert to NOte pad or editable formate and also i neee QC soft if anyone has please share with me

if i get this correct..you want to to create a font from a handwritten text that you want to scan? or you just want the handwritten text to be converted to a editable format like html..?

run the setup as administrator (right click the setup file and select "run as administrator"
