That looks like a cloudflare error message
If you use a proxy or vpn try without first,
Then switch servers/IP on the vpn or proxy

Probably had a spammer on that IP before and it got black listed by CF

Maybe, it is common occurrence just refresh and try again now or later it will show up. If issue persists please ask staff.

If i refresh then i get back to upload torrent page and starts over again. Who should i contact?

Yes it is cloudfare error message. Am trying without vpn and had this error for months so must be ip blocked, i think. But have never spammed in my life

yeah, every troll online uses vpns when they spam, never thought it was you, and those IPs get banned all the time
just keep trying different servers, you'll find one eventually
takes a few months before sites begin unbanning those IPs

And only CF can unblock those TPB can't do a thing about it

And Keka_Umans has already given you the correct answer. We are not stopping you.

Just keep trying, or try using another route to the site. a proxy, or a VPN, or a different proxy or VPN if that's what you are already using, or direct access.
